I foud an old(?) toy?

I was digging around in my backyard for no apparent reason when I pulled out an old action figure toy. It's an orange man with holes in his hands and one in the base as if things attach to him. It looks like he's wearing cowboy boots. The picture below is what I took when I found him...

Looks like it is old. Maybe a comic book character.
