I have low marks?

i have 38% in my pre-universities and i am writing my second PUC exam, do you think i can get into any of the Canada university with these grades?

I'm sorry, I highly doubt you can get into ANY university with those grades. A passing mark is 50% in some places, and that's usually not even acceptable.
