I have heard really good things about the fisher-price highchair that you attach to a regular chair.  It's at babies r us.  It's also a really good price.  It's on my baby registry.

Try a consignment shop--most people don't wear out their high chairs. You could also get one at wal-mart for not too much. There are even some that are just like booster chairs that you put on a regular chair (they have some kind of tie to keep them from falling off the chair.) They are typically less expensive than the traditional high chair. Also, IKEA has some that are fairly inexpensive.
