I would like to start Sailing?

I would like to start taking up sailing and have my eye on a 23' yact @ EURO 10 000. I have done a sailing and navigation course some yers ago so I know a little about the neccessary stuff. There is a few things Im uncertain about. Mooring costs. And whats the diffs between mooring and berthing nd docking? And the availability of the latter mentioned?

Varies wildly depending on your location and if you are in a cold part of the world where boats are pulled out in the winter.

You may be able to find a 23' boat that will fit on a trailer.  By taking it home you will save the mooring costs. This unfortunately adds two hours to every adventure with the time you take to launch and setup the boat, and then recover it afterwards.

Try joining your local sailing club and talking with the other members.  Go sail with them on their boats.  It will save you lots of money.  Then one day one of them will come up cheep and that will save you money too.  By that time, having spent time with the members of the local club you will know the answers about the costs of sailing where you live.
