will ice skating be open its outdoors and slight snow not heavy and not alot of it either

As long a the visibilty is fine and the rink isnt completly covered it should be fine. The only reason they woulld close it is for saftey reasons. Check the weather, if it says its going to snow any harder then "slightly snowing" it will probably be closed.

It may be still open, it most likely depends on how long the snow has been falling, etc. I would suggest calling the rink.

It probably will. If it's a pond or lake then probably not. If it's an outdoor rink similar to Rockefeller then yes.
