this guy told my friend that on a scale of 1-10 on how much he likes me, it would be a 7. what does he mean? like how much does he like me or whatever

I would say that means he is interested in you and if you showed some interest in him then he very well might go out with you. You should talk to him some get to know him better and see what happens. A 7 is a pretty good number and if you are a nice, sweet and fun girl you can move up to an 8 or even a 10. So yeah it's a good thing.

therefore its okay....becuz he told your friend 7 it maybe be higher and didnt want to see that interested...guys can be super shy and werid at times

Every person interprets that differently.  It could be that in his mind, a 7 is just a friend.  Maybe it's his crush he's nervous about asking out.  You'll never know unless you ask him (or at least figure out what 6 and an 8 are).

You aren't on the low end of his list, but then, your 30% away from it...

It pretty much means he likes you, but doesn't "like-like" you. 7 is better than average, but not a 10. So, he likes you as a good friend.
