Immigration laws between Brazil and USA?

This person has not overstayed their visa and has no criminal(so they say), record, and can not come back for 10 years. Is that the immigration law between Brazil and USA?

  1. There is no specific immigration law between the US and another country, except for a couple of special work or immigrant visa categories.  Trust me, if a Brazilian has been barred from the US for ten years, he either overstayed illegally for more than a year or was deported.  That's section 212a9 of the US Immigration and Nationality Act, and it treats everyone the same.
