  1. Yes, you may use pretty much any electronic equipment onboard as long as it doesn't transmit (wireless functions need to be turned off).

The problem you may have is that most airlines don't have any power outlets in economy class, so an international flight will probably outlast your batteries.

  2. yes, and you can use them after plane reaches a certain hight.

  3. The answer is Yes. But you will have to limit the use of it only when allowed by the crew. Many wonder why electronic devices are forbidden at some time of a flight. As a radio amateur and a pilot myself, I can say this: Any device that has an antenna to only receive can have a failure and the receiver becomes a sender. Any digital device has a processor that is timed by a frequency generator and, if malfunctioning, it can become a sender too.

Now, most of the time, radio frequency interference (RFI) won't disturb much of an aircraft's instrumentation. But, especially under so called instrument approaches (ILS) that work on the VHF frequency range, a slight interference may set off the instrument and show a wrong runway angle (localizer) or descent angle (glide slope). In that case, and under poor visibility, it can be fatal for the aircraft and passengers.

Just a word about cellular phones. Even when I fly my light aircraft some thousand feet over the ground, I never have it on. Because the GSM system is made for people on the ground and once in the air, you're in reach of too many relay stations and your phone is pooling all the time all the stations and your battery is going down very fast! I read that in some countries, when that happens, the telecom provider simply blacklist the phone for a while.
