Infrared camera?

seriously i f a taxi driver sitting in his car for a long period of time with infrared camera aimed to his face all the time and the worse is that camera is taking pictures continously as long as somebody moving inside the car so the question is does the distance from the camera makes a difference or does not.

The distance will only affect it's ability to focus.  There aren't going to be any side affects as the camera is just recording the infrared reflectance of a scene.  Even if the camera has an IR illumination light, your more in danger of getting skin cancer from the sun than you are from experiencing any health affects from the IR camera.
