Iphone internet blocking?

im thinking about getting an iphone with no data plan, and i do not want to accidentally use the phone internet (because a dont want a bill for 1000$), and i want to only be able to use the wifi. Is it possible to block the internet from working whn im not in a wifi zone?

For most carriers, if you're not actually set up for the internet, you can't get on it even by accident.  I work for T-Mobile, and I know for a fact this is true for us (and I would imagine for AT&T as well).  If in doubt, call your carrier.  Otherwise, just don't set your phone up to be ABLE to go to the internet (go to Settings > General Settings > Network > EDGE (or Cellular Data Service on some models); make sure the APN does NOT have a valid APN setting in it (for instance, T-Mobile would say "internet2.voicestream.com" to be valid, so remove that), and there's no way you're getting on the internet no matter what you do.
