The designation "RW" means it is rewritable. The RW is available as a -R or +R but as long as it has "RW" on it you will be able to add and delete data as you desire.

If it's a DVD/RW and you have not finalized it, yes.  Otherwise, no.

Notwithstanding these technical answers, usually a DVD has been finalized and cannot be re-recorded.
