can one take private voice lessons with a college faculty member even if you aren't majoring in that area????

It depends.  Nothing is impossible, and if they teach privately you might be able to audition for them.  

You can sign up for voice as an elective, but will probably actually study with a graduate student in his/her studio, which is great training as well, since they are the maestros' advanced pupils and groomed by them.
