Is saying sorry useless?

you can say sorry as many times as you want, you can say it and mean it with all your heart. but what does it matter to say sorry? it doesnt take the pain you caused away.

what i am asking is: what good is saying sorry if you dont try to make changes to make sure how you hurt that person will be less likely/wont happen again?

in some cases it is very useless in others it is extremely useful if it is not really meant then it is the most useless of all as it will be done again.
