Yes, because technical knowlege is like a Pandora's box that lets out all kinds of evil things and cannot be closed again.  Might as well get used to that aspect of life.

If used for power and used by the wrong people, than yes. It's like asking "is a toothbrush a threat to humanity" the toothbrush itself is neutral, and can be used for positive purposes, but put in the wrong hands it can be a dangerous weapon
