if a person were to get a new computer, and re-download itunes, if they plug their ipod in with the usb cord to the computer, with the new itunes and no music yet on the itunes, will the music on the ipod get erased?

If you have the option selected for Manually Manage Music and Videos in iTunes it will not delete anything from your iPod and allow you to add new music.  The problem with this is you won't be able to sync with your new computer for things like podcasts.  It is possible to get all of the files from your iPod to your new computer.  There are a couple programs that will do this, iDump for Windows based computers and Senuti for Macs.

Just copy all of your music off of your old computer onto CD's in data format (won't play in most CD players but works perfectly fine in a computer) or on DVDs and transfer your music over to your new computer. I absolutely hate iTunes and iPods for this reason. It's such a hassle. You should be able to transfer the music from your iPod to your new computer.
