Well we've got floods again (like last year) in UK and it's still raining.

Yes, there is always a drought somewhere in the world.

It ends when the climatic conditions that are causing the drought change and the rain pattern reverts to what is considered normal for that region of the earth.

There is a drought affecting most of the eastern seaboard and in a couple of states.  They don't know when it will end.  They are predicting increased rainfall amounts because of the hurricanes that are coming our way.
