no it is not banned, its kinda of a waste in a deck because of the recycle ability when it gets destroyed so it tends to slow down decks instead of making the game better

they only banned powerful cards...this is a really weak card, so no.

even unite we stand is not banned, and magic power is allowed 2, try those cards that's much more powerful, though most good decks in tournament don't even use equips.
