Is this community service?

I need hours of community service because it is required by my highschool and I plan on going to college.

I was wondering if writing up pamphlets about easy ways you can help the environment, then asking to drop them off at grocery stories, and passing them on the street would be community service?

The answer is very subjective.  It depends on the person who would approve the service.  Ask them.  there is nothing wrong about coming up with a new way of serving your community.  Colleges also like students who are innovative.
