Yes it is 4 hours. All the other pay-per-views are 3, but Wrestlemania is 4....or just a few minutes shy of if you want to really get technical.

Yes it can be cause it Wrestlemania 20 was 5 hr long.In my opinion it is legimate for this due to their no of matches and stars.
