Isle of mann airlines Manx2/EuroManx?

I have asked this question and seen it asked in a few places however never got a proper answer. As I understand it both airlines are operating without an AOC does anybody know how this works? They also dont have an ATOL so as far as I know they can't charter planes.

The first part of the question is answered by the following sites.

ATOL is only required if the aircraft route takes it in areas without airports for more than one hour flight(the distance between the two airports is such that that aircraft takes more than an hour to cover it). Is part of the emergency landing regulations.
