  1. let me try to explain...

the only way your opponent could special summon your judgment dragon is if it were placed in his/her hand (like with exchange) and they met the summoning requirements (four lightsworns in the grave). judgment dragon can only be special summoned from your hand, and nowhere else. this means judgment dragon is nomi (meaning it cant be normal summoned or set, and cant be special summoned except by doing something).

    hope i helped.

  2. This is the effect of Judgment Dragon:

"This card cannot be Normal Summoned or Set. This card cannot be Special Summoned except by having 4 or more "Lightsworn" monsters with different names in your Graveyard. You can pay 1000 Life Points to destroy all other cards on the field. During each of your End Phases, send the top 4 cards of your Deck to the Graveyard."

This means that if it's in your hand, and if you had fulfill the requirements to summon it,  you Special Summon Judgment Dragon to your side of the field. Not on your opponent but to "your" side of the field. UDE likes to ditch  card text of, "you cannot Special Summon this card except by Tributing..." to be more concise as they can, instead they put the card text as "This card cannot be Special Summoned except by...".

They are known as Nomi monsters, meaning that you cannot Normal Summon or Set the monster from your hand, nor that you can Special Summon in any way, eg. activating "Monster Reborn" on "Judgment Dragon" is illegal.  Therefore you "cannot" Special Summon "Judgment Dragon" from your Graveyard, even you do have 4 or more Lightsworns with different names.

So the only way to Special Summon Judgment Dragon, is, from your hand only, and only if you have four or more Lightsworns with different names. No other methods of summoning it is allowed. No activating "Premature Burial" on it even you have four or more Lightsworns as "Judgment Dragon" cannot be Special Summoned from the Graveyard. If "Judgment Dragon" do happens to be in the Graveyard, "Beckoning Light" and/or "Monster Reincarnation" can be used to bring "Judgment Dragon" back to your hand if you have to.
