  1. It means you need to be able to hit the E below middle C, and the F below high C.  Mezzo means you don't have to be able to hit super high notes, but slightly higher than an alto.

  2. Wicked Girl nailed it... but if you need clarity for the E3 - F5...

Go to a piano and find middle C (the 4th C on the piano)... middle C is also known as C4.  Each full octave has a number... so the 1st full octave is "1", etc...

So E3 is 6 notes lower than the C4... this is the lowest note you have to sing for Belle's part.

The F5 is 11 white keys higher than C4... it is the highest note you have to sing for Belle's part.

It is classified as a mezzo-soprano part, otherwise known as a 2nd soprano.

    Hope this helped! :)

  3. These are the requirements for the part of Belle, one of the leads. The ideal person for the part is female, has some dance training, and is 16 to 27.

The vocal range is from an E3 to an F5, which is the mezzo-soprano range. E3 is lowest and F5 is highest.
