Keep bugs out of stairwell

Question

We just moved into a basement apartment, and the stairwell is always swarming with bugs (usually mosquitoes and flies). Those candels that are suppossed to keep them away don't work, and can't afford a bug zapper until payday. Any ideas to either keep them away or trap them on a limited income?

Fly papers, they're quite efficient and cheap.
