  1. 1889, was when teams were allowed to declare their innings.

    Laws of cricket's 1884 version had only 53 laws, Which was revised in 1889. Law 54 was added to incorporate the innings declaration rule

    Charles Wright of Nottinghamshire was the first captain to declare an innings (vs Kent) in 1890.

  3. From what i can see it was way back in 1921..

    Ashes test in 1921. Declarations had just been introduced in test cricket, but you were not allowed to declare on the first day if less than 100 minutes of play remained.

    EDIT:Ok back to the starting gate for me..lol
