Law/teen issues....?

My Fiance's Cousin is 16 years old and she is staying with her older sister in North carolina and isn't wanting to come back to her mother's home whom has custody of her in Tennessee, The girl says she is never wanting to come back home and her sister isn't really helping either whom she lives with, the 16 year old hits her mother, and gives her threats all the time when she doesn't get her way at home, and the whole reason why her mother wants her home is because her 18 year old boyfriend lives there also with her older sister, and he does drugs and sells them also(oxy,mary jane,meth,cocaine) and they are having s*x which her mother really hates, the 16 year old threatens her even while in carolina.

Now the actual question is, is there any way that the mother can have her daughter brought back home possibly by help from the police? I am helping the mother due to her having no computer and her also having no car.

  1. With the police involved you would probably risk the sister and the boyfriend getting in trouble. So if they go to jail, then the daughter would have to go back home to the mother. But it seems like home may not be the best place either. Reporting the boyfriend to the police will send her back home, but it won't fix what to do once they are home.
