I think it was first sung by Judy Garland in the Wizard of Oz but it has been covered so many times, one of the best versions was by  Israel 'Iz' Kamakawiwo'ole from Hawaii.

I thought the version she sang on the show was the arrangement used by Eva Cassidy...in my mind the best version since the Judy Garland.
