Lights flickering through out the house?

I have an upstairs and downstairs bathroom, both with incandescent lights. My kitchen has fluorescent lighting.

A certain times of the day, all of those lights will start flickering when they are on. They are very short flickers, just enough to get noticed. It will happen for 1-2 minutes then stop. I have not established if they are all on the same circuit, but no other lights are flicking in the house.

Is it possible the breaker is going bad? If not what else could it be?

Yes it could be the breaker. It could also be several other things. Lets try to check the time of day it happens and is it always the same days. The breaker may be hot if it is failing, test it with the back of your hand in the panel with the cover on just after the lights flicker. It is also possible that there is large equipment coming on that is causing the flicker. This may not be in your house, but in a neighbors garage. Also it could be a power provider is coming on line or changing generators. This is not always as smooth as we wished.  It could also be the power transformer supplying you that is failing.

  Start with noting time of day and checking the heat of the breaker. If this is the problem, call a qualified professional electrician.

You need to find out if they are on the same circuit---    just switch off the braker or fuse while all of the lights that flicker are turned on, I suspect a loose connection at some point in that circuit, it could be the braker but watch the light closest to the braker if it flickers the problem is on the incoming side if no flicker it is father down stream also before you go to to much effort check to see there are no devices in that circuit that are shorting out like refrig motors etc just unplug all things
