London skyscraper planning regulations.?

Several new skyscrapers are planned in and around the square mile. Things have come a long way since pre-1980, when buildings were limited to 100 feet to keep all floors within reach of standard firefighting equipment.

The City of London say that new developments must not block the line of sight of St Paul's Cathedral or the Tower of London or Tower Bridge when viewed from "certain viewing points." Where exactly are these viewing points?

Surely standing between St Paul's and the new London Bridge "Pinnacle" Tower will block the view won't it? Or is it okay to block the view to the south of St Paul's?
