  1. No, not a viable option.  The Marshall Plan in Europe allowed First World Countries, devastated by WWII, to regain a foothold in the world economy.  

    Mexico is  not a First World Country, and it is not devastated by war - it is in a perpetual state of shambles, from which millions of its people have tried to flee (generally into the US), due to the rampant political and official corruption, and the lack of a working infrastructure at all levels of government and social services, including health and education.  Pouring US money into Mexico (that is, more than we do already) would simply line the pockets of the people who are already profiting from the social inequities in Mexico.
