If you take 1 milliequivalent as 1 mmole, and normal saline has a concentration of approximately 154 mM, then there will be 154 milliequivalents of NaCl in one liter.  In 3 liters you would have 3 x 154 or 462 milliequivalents of NaCl.  That would be 462 milliequivalents of Na and the same of Cl.  Having said all of that, I'm not really sure what you are asking.
