MP3 Situation with Motorola V9 Phone?

Ive added mp3 files to my new motorola v9,

but it will only let me set some of these files as my ringtone.

when i look in file details, the ones that CAN be set as ringtones, have a section saying "application possible: YES"

while the other files do not have this section.

So what does 'application possible' mean?

and how do you make a file 'application possible'?

they need to be a specific bit rate and the kbps must be low
