Magic alien female cat cartoon movie

what is the name of a 70's or 80's cartoon/animated TV movie about an alien female cat(that also talk and the other aliens are all cats too and the have some kind of queen cat leader)that goes to earth and star to live with a human girl and a dog(the girl's old pet)and the alien cat help the girl many times with her magic(in Halloween the cat used magic to full the bag of the girl with many candies since the bag was empty before that and the girl was sad about it)????

i don't know if that movie is from Hanna barbera or from other cartoon company from those old times but i really wish to see it again.

Here is an image of Catnapped! if they are correct this show came out in 1995 but it sort of fits the description!

I think the name of the movie is "Catnapped" and it is from a japanese animation company from long ago...

Catnapped is one of my favorite movies.
