is there a card in MTG that turns makes your deck your hand? or maybe something that allows you permanently play cards straight from your deck?

The best thing I can think of is either get some demonic tutors, they let you search your library for any one card, or doomsday might help, it lets you choose 5 cards from graveyard and library and then remove the remaining library and graveyard from the game and put the cards you chose on top of the library, you lose half your remaining life. Hope this helps and I really don't think that there is any card that does what you want it to do, it would sort of make the game unfair if you think about it.

There is no card that directly turns your entire deck into your hand. You can do something like that if you somehow draw your whole deck.

However, as to cards that let you play cards from your library, there are some. The enchantment Future Sight  says "Play with the top card of your library revealed. You may play the top card of your library." The creature Magus of the Future does the same thing, but on a 2/3 body.

Panglacial Wurm can be played from your library, but only if you are searching your library at the time.

Leveler a 10/10 from mirroden allows you to play your switch your library and graveyard. It was considered hard to play. There is a black card I belive called Mortuwary <sp> that allows you to do the same thing. I believe this is the closet it comes to do what your trying to do.

there are many cards that let you search your deck or rearrange the top cards of your draw pile or that let you play cards from your graveyard.  But remember If your entire deck is in yoru hand at the end of your turn you have to discard down to seven, and if you can't draw a card after your upkeep, you lose.
