Michigan Promise Scholarship?

I happened upon this scholarship while on mich.gov's web-site the other day. I have three nieces & nephews who could use this. I know in order to be eligible for this the teens must graduate after 2007, get at least acceptable scores on all parts of the mme test, and maintain a 2.5 GPA. They say this scholarship is for almost anyone. But my question is, do you have to be low income to receive this? And what is the income limit? Does anyone know?
