what does the phrase, "government of laws,not of men" mean?

It means the laws and offices held by people are more important than the person occupying the position. Commonly known as rule of law, it is supposed to instill a sense of humility instead of entitlement. Respect for the office is required, along with the knowlege I can be replaced by someone else, because the laws ensure a smooth flow.

For instance, I cannot stand my governor as a person nor his actions. But if I met him in person, I would be polite because I respect the office he holds.

It means that no one is above the law. That powerful men or common men are the same in the eyes of the law. Exceptions are not to be made for the rich or the well connected or the politicians. It doesen't always work that way, but that is the idea.

means that judges/police etc. don't have the power to make decisions according to their own discrimination, they only have the power to enforce laws determined by the government.

It is supposed to avoid the corrupting influence of power. It is usually called 'the rule of law'.
