No you don't but technically you need an international license for renting vehicles overseas.

But they won't check or even ask for it. A general license and a passport is all you need. They're more interested in your cash. Usually they're uninsured too so any damage to the bike you will have to pay for it so be careful with that.

Just a note - tourists and foreigners are not allowed to hire motorbikes and scooters in Siem Reap. But everywhere else such as Phnom Penh should be fine.
