my goldfish keeps on trying to do something with my other goldfish tail

help?

Is the one a new goldfish?  This is common and nothing to worry about really  

You also may have a female and a male.  The males don't care the size of a female, which by the way need to be atleast 3 before they can breed.

Is he nipping the other goldfish? You might have a territorial issue and your tank is too small.  Or they may be breeding. http://www.kokosgoldfish.com/breeding.ht... Here is a little run down on how everything goes.
