  1. no i dont know

  2. Individual School Districts have to option to ACCEPT or NOT ACCEPT a program for school credit.  This can include the Penn Foster program, but that is ONLY for school credit, if you want that option.

New York requirements are very simple.  You must provide a letter of intent to homeschool outlining the program and sylubus in detail and it must meet state requirements.

As an example, if you are homeschooling a 9th grade that might have to include Biology and you'd have to detail what will be taught in that course.  Geometry and you would have to include basically what is convered in that course.  World History and you would have to include the dates and primary events covered or topics (Fedualism, Mercantileism, etc.), English Grammar and Composition.

These programs would have to meet minimal state requirements for the grade level.

All you have to do is research state educational requirements for each grade level and then find materials that cover it adequately and present those in your letter.

They state can reject it and you have 30 days to appeal.  If you can prove it meets the state mandated course of study, they can't really refuse you.  You can take it to court where a Judge would view the merits of the course of study and compare it to state requirments.

One of you has to be on thin ice to lose in a court.

One very nice thing about NY is you can take the REgents Exam for free, provided the student meets any lab requirements of the exam.

Usually you have to pay $300 for a private testing.

Now IF for some reason you filed and cited Penn Foster and they rejected it, it could be because one or more of the courses dosen't meet NY requirement in which case you can appeal and simply amend and go with another School in A Box program that does meet the standards.  Maybe the Penn Foster Biology program has no lab so you find a lab course and buy some equipment to do the lab.

It's a board game like Monopoly and you simply have to learn the rules, follow the rules and shove it down their attitudes.  If you meet the qualifications they can't say nothing.

  3. I'm a little confused. My understanding for NYS is that you just file an intent to homeschool with the school board. They do not have to approve or accept the program. You do what you like as long as you are meeting the subject requirements and assessment requirements.

If you are talking about getting a NYS accredited high school diploma, I believe the only way to do that is for you to actually go to school.
