What does it mean if someone says they're naturally shy?

I believe that it means that, when you are introduced into a new thing. (for instance girl/guy in group thing) that they keep to themselves.

They were born shy.  They did not become shy for cause of trauma but rather it was natural

It means that they have always preferred to keep a distance for others. It means they are introverted. Some people get more energy from being alone and get drained from being in a crowd. So, nothing happened to cause this.
