Need help on Sony KV-35V65

Question

My Sony TV model KV-35V65 is not truning on. when I power on, I do not see picture or hear sound. The only thing I see the blinking stand by/timer LEDs. They blink ever second steadily. I think I might know that problem, but not 100% sure. According to my web search I found out that an IC301 hace some thing defective in it. Any help or other suggestion is appercited...Scotti need HV sony AA2D98 front control panel
