I have 40 clients using internet through juniper router all the client i had set manually config IP. how can i track the user who is using more bandwidth.. is there any freeware tool for that

Yes, you should try Paessler's MRTG Traffic Monitor.  It is fully featured, very easy to use and even has freeware version.  It can track bandwidth usage for a number of different users/sources.
