OMG PHOTOFILTRE HELP!!!?

how do i make a picture look like that

with like the lines over it and stuff

I dont know that particular program but if you can draw with it and add a layer, then just draw lines and repeat them at the same spacing and put in on top of the photo like you would text.  as for the font...I think i have seen something similar at www.dafont.com, look through the cartoon font section first.  good luck.
