i know schneiders has flat backed buckets, but im not sure if theyre in orange.

Chick's saddlery has their flat backs in orange.  I just ordered a 6 pack of hot pink ones, and they were $6 a piece.  Great deal!  The stateline ones are only 18 qt (small), these are 20 qt (standard size)

As for the Home Depot spray paint idea, it sounds great for some things, but I don't think I'd want my horses to drink from a painted bucket.  The paint might seep into the water over time.

Home Depot's buckets are great - they last a long time.  You can also spray paint the exterior of a bucket with the special spray paint (made by Krylon, called Fusion) that is specifically made for plastic and resin.  You don't have to sand it before or anything, and it comes in blaze orange.  I used it on plastic/resin and it works surprisingly well.
