    Are you asking why a child would exhibit organization behavior, like lining things up?   This can be one of the behaviors of a child with autism. A need to have control of environment in a concrete way.

    Some people exhibit this behavior as a manifestation of OCD, and are obsessively organizing things.

    Are you talking about a lack of organization behavior?  This would be a problem with executive functioning. People with executive function problems have difficulty with planning, organizing and managing time and space. They also show weakness with "working memory" (or "seeing in your mind's eye"), which is an important tool in guiding one's actions.
