  1. No. The country who loose war help repaying war cost. In world war, Germany had to pay by selling Coal to allied nations at half the market price this alone cost Germany 200million$ (in 1945 era). Germany was imposed around 1.6 billion $ of war cost which was paid till 1971.

I'm sure japan too had to pay in similar lines when many of industries were demolished to halt (called De-industrialization).

In Iraq, all the war cost is repayed by allocating Oil exploration and refining contracts to BP, Shell, Exionn Mobile. Dont' forget iraq has worlds 2nd largest Oil reserve. So SAM won't have to pay a penny from his pocket.

-- world war source is from Wiki and other history text books. Iraq would be from history bookes from future..

-- I'm not against any country nor with germany or iraq. :)

  2. NoLibs hasmost of it right; the US really started this after World War Two and it worked well outside of the countries often biting the hand that rebuilt it.  It was a lesson learned after World War One where the US again went back into isolationalist mode and allowed the French, with British acceptance, to ounish the Germans for losing WW1.  President Wilson had argues against the harsh treatment but the French wanted payback and the British basically decided to wash their hands of it and let the French have their way.  This was one of the reasons the US did not join the League of Nations (an American concept pushed by President Wilson) and retreated again behind the Atlantic and Pacific Oceans and decided to let the world go on without us.  After WW2 the rise of the Soviet Union and communism forced America to stay on the world stage and we could either rebuild the countries destroyed in the war or shoulder it all by ourselves, we chose to rebuild and make allies.  The rebuilding effort was both for our former enemies (Germany, Japan, Italy and Austria) and to assist our allies and other countries in Asia which had been freed from Japanese domination and made new countries (mainly France, Holland, Belguim, South Korea and Greece).

  3. We rebuilt Japan and Korea, too.  Think about that next time you see someone driving a Toyota...

  4. The concept is that America goes to war with the governments of other countries, not the people.  War, being the destructive practice that it is, causes great harm even to those with whom America has no grievance.  The policy, therefore, has always been that one the enemy government has been eliminated, the US sticks around to ensure that the former enemy becomes an ally by helping to rebuild.

One noticeable failure to do this:  Germany after WWI.....led to the rise of the n***s

  5. during WW2, the U.S. loaned billions of dollars to France, Russia, England, rebuilt Japan and Germany. loans were never repaid. we have always been a sucker in helping others and you can see the results.

  6. Becase the USA has always been a compassionate but much unappreicated country.
