Just go to Paypal.com and register for an account, it's free and you set it up with your bank account and its very safe to use over the internet. i use it weekly. If you use a credit card and something goes wrong with the transaction (you buy something and never receive it) paypal will file a claim and you can get your money back. Its awesome!

You go to paypal.com create the account there should be a button but you need a credit card number though.

You just go to the site and there is a sign up link. Fill out the info and you either need to add a bank account or credit card to pay with. If you are recieving payments, you will need to verify that.  To do this you click the verify link and paypal makes two very small deposites in your account. You have to check your statement and call your bank to get these amounts. They might be 3 cents for the first and 2 cents for the second. You have to enter this in the verification to prove you are the account owner (no one else would have access to the deposit info).  There is also a help number and live help chat if you are still confused.
