A community centre? A pub with a room upstairs etc? That is a good question and i think there is a gap in the market for this kind of thing.I live in Birmingham, Selly Oak. I think Cocksmoor leisure centre has rooms for hire.

I'm not sure about Venues. There are things to do, I live in Birmingham near the Custard Factory, and for my 16th Birthday I went shopping at the Bullring and we went to see a live at Kerrang! Concert.  But there is this Cocksmoor leisure centre that is supposed to be ideal for parties and things. I'd look it up online.
