Can anyone recommend a Permanent Ma\keup Practitioner in Kuala Lumpur?

I have had it before in Euorpe where the Practioner have to follow many Rules regarding Hygiene and has to have Certificates proving reputable Training - or better still Certificate from Permanent Makesup Company\Suppliers..
