Philip WP3811 / 3860?

I'm currently residing in Kuala Lumpur, Malaysia. Planning to purchase a water filter, but wondering whether it is save to drink straight from filtered water using WP3811 / 3860?

Anyone has any idea how much it cost, refill cost and how often do you need to change it?
