How long and what is needed to obtain a medically necessary passport if you're a convicted felon?

If you are a felon, you do not get a passport.  It is very rare that essential medical care would mandate going to a foreign country.  The problem is not only getting a passport -- a convicted felon is not eligible for visas to enter another country.  So the medical care available in your own country will have to suffice.
